The panel was chaired by Lieutenant General (Ret.) Ben Hodges, Member of the International Advisory Board of the New Strategy Centre and former Commander of US Army Europe, USA. The session brought together Lieutenant General Dragoș Iacob, Deputy Chief of Defence, Romania; Mr. Ionel Scrioșteanu, State Secretary at the Romanian Ministry of Transport; Mr. Wojciech Konończuk, Director of the Centre for Eastern Studies (OSW), Poland; and Mr. Arthur Kenigsberg, President of Euro Créative, France.

The panel emphasised that military mobility is vital for wartime operations and depends on standardised procedures, resilient infrastructure, and civil-military coordination. Romania and Poland have improved transport systems to support Ukraine, focusing on bridges and railways, but delays from bureaucracy remain an issue. Geography shapes mobility routes, making planning and protection essential. The Ukraine war showed the need for investment in both basic and advanced infrastructure, including drone defences. Speakers urged stronger NATO-EU coordination and recommended forward troop deployment to ease mobility pressures and enhance deterrence.
