New Strategy Center has conducted the study ‘Defense and Industry’, which analyzes the current situation of the defense industry, the acquisition policies in the military field and also the endowment programs of the Romania’s Army. The gradual increase, in the last years, of the defense budget and the achievement of 2% in 2017 for military expenses determines a favorable framework, both for the endowment with modern equipment and for the revival of the national defense industry. The study also contains legislative recommendations, concerning the institutional architecture of Romania and the development of the international cooperation.
According to NSC’s assessment, if legislative measures will not be taken until June 2017, to accelerate the acquisition process of ordnance, under the programs assumed by MApN and ratified by CSAT, there is a risk for the Ministry not to be able to spend the estimated funds this year and also to be affected by a negative adjustment in the second semester.
