George Scutaru, CEO of New Strategy Center, is participating in a visit to Germany from 20-22 June, organised by the Konrad Adenauer Foundation, as part of the Global Dialogue Programme on Maritime Security project. The programme includes meetings with civilian and military officials, experts and academics, visits to institutions and universities, the port of Hamburg, naval military production facilities and military facilities in Kiel, as well as participation in the Kiel Security Conference, organised by the Konrad Adenauer Stiftung, Herman Ehlers Stiftung and the International Institute for Strategic Studies.
On the first day of the programme, meetings were scheduled at the Military Command Hamburg, the University of Hamburg, the International Tribunal for Maritime Law, as well as a visit to the port of Hamburg. On this occasion, George Scutaru presented assessments on the security situation in the Black Sea region in the context of Russia’s war against Ukraine, challenges to freedom of navigation, Romania’s efforts to maintain freedom of navigation, the stakes and regional impact of offshore energy projects that will make Romania the largest gas producer in the EU in 2027.
Discussions also covered issues related to German foreign and security policy, in particular the Zeitenwende concept, which will substantially change Germany’s strategic approach. Issues related to freedom of navigation in the Baltic Sea, how NATO and EU states should deal with increasing hybrid threats, including to critical maritime infrastructure, were also raised.
