Panel VIa. Europe and the Peace Process in Ukraine: The Impact on Black Sea Security

The panel was moderated by Ambassador Mihnea Motoc, former Minister of Defense of Romania, who engaged in a dialogue with Benjamin HADDAD, France’s Minister Delegate for European Affairs.

The discussions focused on the strategic importance of the Black Sea in various areas such as food security, critical infrastructure, and maritime security. Particular emphasis was placed on the French diplomatic vision for the Black Sea and its littoral states. Notably, attention was drawn to the hybrid destabilizing actions carried out by Moscow against countries in the region, which aim to create an area of instability—prominent examples being interference in elections in the Republic of Moldova and Romania—in order to achieve its geopolitical objectives. Therefore, it is essential for the EU and for France to strengthen the resilience of the affected countries in the region and to make this objective a strategic priority.
