This panel, titled “National Minorities – A Catalyst for Cross-border Cooperation”, was moderated by Ovidiu Nahoi, Editor-in-chief of Radio France Internationale Romania, and included as speakers Yulia Sirko, Member of the Parliamentary Friendship Group with Romania, Verkhovna Rada, Ukraine; Roman Greba, Deputy Head of the Chernivtsi Regional Military Administration, Ukraine; George Scutaru, CEO of the New Strategy Center, Romania; Valentin Stroia, Leader of the Romanian minority in the Odesa region, Ukraine; and Nicolae Șapcă, Vice President of the Society for Romanian Culture “M. Eminescu” in the Chernivtsi region, Ukraine.
The panel focused on the geopolitical, economic, and security dimensions of Ukraine, Europe, and Asia, highlighting how the war in Ukraine connects to broader global security and financial concerns. The speakers emphasized the strategic importance of connectivity, including infrastructure, trade corridors, and maritime routes, for both reconstruction efforts in Ukraine and global trade security. Several panelists noted the role of China and Russia in shifting power dynamics in Asia and Europe, warning of the risk of simultaneous conflicts in both regions.
Participants discussed the dual-use of civilian and military assets, particularly in the maritime sector, with shipbuilders highlighting the integration of civilian and military capabilities to protect critical sea lanes, underwater infrastructure, and communication systems. The discussion also addressed the importance of public-private partnerships, insurance mechanisms, and risk mitigation strategies in maintaining Ukraine’s economic resilience amid ongoing attacks. Overall, the discussion emphasized that robust infrastructure, connectivity, and proactive cooperation are essential to prevent escalation and ensure long-term stability.
