George Scutaru, CEO of New Strategy Center, participated as a speaker on Tuesday, 13 October, at the “The Future is Now” conference, organised by Adevărul and IC Events.
In his remarks, George Scutaru highlighted Romania’s strategic role in Ukraine’s reconstruction and the importance of the country’s active involvement in this process. He emphasised the advantage of geographical proximity, particularly to southern Ukraine, a region heavily affected by the war.
Beyond geographical proximity, Romania also benefits from its security as a NATO member state and from access to substantial energy resources within a predictable timeframe. Starting in 2027, Romania is expected to become the EU’s largest natural gas producer, following the launch of gas production at the Neptun Deep offshore project in the Black Sea. These advantages make Romania an attractive destination for foreign companies interested in participating in Ukraine’s reconstruction, offering them a potential gateway for future investments.

For Romania to play a significant role in Ukraine’s reconstruction, the country must first develop a dedicated strategy, establish financial support mechanisms for Romanian companies seeking to enter the Ukrainian market, and promote major infrastructure projects capable of attracting the interest of international organisations and investors.
Such projects could include a bridge over the Danube at Isaccea, connecting southern Ukraine to the EU via Romania; a logistics hub comprising five Danube ports (Galați, Brăila, Giurgiulești, Reni and Izmail), leveraging the Danube as a transport corridor to Germany and southern Ukraine; and a railway connection between the ports of Gdańsk and Constanța, using the Western European railway gauge and crossing western Ukraine.
George Scutaru also referred to the “Rebuilding Ukraine: Security, Opportunities, Investment” conference, which New Strategy Center is organising in partnership with the Romanian Chamber of Commerce and Industry on 22–23 October at Romexpo in Bucharest.
