The panel examined how Romania can turn its geographical advantage into concrete business opportunities in Ukraine’s reconstruction, focusing on national coordination, financing mechanisms, investment guarantees and cooperation between Romanian and Ukrainian companies. Doru-Claudian Frunzulică stressed the need to move beyond conferences and establish practical partnerships, highlighting efforts to connect Romanian businesses with Ukrainian investment priorities, promote joint regional projects and attract European funding. Alexandru Petrescu emphasised that Ukraine’s reconstruction will require approximately €590 billion over the next decade, making it essential to mobilise both public and private capital. He highlighted the potential of closer cooperation between Romanian and Ukrainian capital markets to increase investor confidence and channel financing into transport, energy, housing, industry and mineral resources.

Dan Mihalache called for a dedicated national coordination mechanism with sufficient political authority to bring together government institutions, local authorities, diplomats and the private sector. He also advocated prioritising specific Ukrainian regions and sectors, particularly energy and transport infrastructure, and identifying projects where Romanian companies can make a meaningful contribution. Alexandra Bocșe discussed the role of Romania’s Development Bank in supporting cross-border investments, including potential financing instruments for infrastructure, energy, water and wastewater projects, as well as the need to adapt legislation to enable greater activity in Ukraine.

Corina Vulpeș highlighted the financial guarantees and export-credit instruments available to Romanian companies, stressing that businesses should consult financial institutions early to understand tender requirements, manage risks and secure appropriate financing. Viorel Manole underlined the need for stronger trust and dialogue between the Romanian state and its defence industry, calling for more transparent consultations and closer cooperation to turn existing industrial capabilities into concrete projects. The discussion concluded with a shared emphasis on establishing clear national priorities, improving coordination, reducing investment risks and ensuring that Romanian companies can compete effectively for reconstruction contracts through practical partnerships, accessible financing and sustained cooperation with Ukrainian counterparts.
