„Moscow Does Not Believe in Tears” este un policy paper realizat de New Strategy Center (Romania), Center for Army, Conversion and Disarmament Studies (Ucraina), Center for the Study of New Generation Warfare (SUA), având concluzii formulate de Lt. Gen. (Ret) Frederick Benjamin Hodges, Pershing Chair in Strategic Studies, Center for European Policy Analysis – CEPA (SUA).
Acest studiu analizează ultimele evoluții determinate de recenta agresiune a Rusiei in zona Mării Azov, precum și măsurile care pot fi luate de către Ucraina, statele NATO din regiunea Mării Negre, SUA și NATO în ansamblu.
