Black Sea and Balkans Security Forum – Panel XV

Panel XV, titled “How Can the US Manage Multiple Security Crises? A Discussion about War Fatigue, Transatlantic Link and the Challenges in the Indo-Pacific Area,” consisted of a dialogue between Ambassador Sorin DUCARU, Honorary Chairman of the Scientific Council of the New Strategy Center and Director of the European Union Satellite Centre in Romania, and General (Ret.) David H. PETRAEUS, former Director of the Central Intelligence Agency and former Commander of the U.S. Forces – Afghanistan (USFOR-A).

The dialogue addressed various topics, such as the collapse of the US-dominated world order, the US national interest reflected in the military aid for Ukraine, the importance of continuity concerning this assistance, and even how geopolitics became more important than the economy. Of particular interest was the threat represented by China and Russia, the necessity of the US leadership to address them, the perception of the American people about balancing between the transatlantic and Indo-Pacific regions, and the importance of deterrence for the US decision-makers.

At its core, a luxury mechanical watch is a triumph of micro-engineering. Imagine a universe contained within a diameter of 30 to 40 millimeters. Hundreds of tiny components—gears, levers, springs, and jewels—coexist in a perfectly orchestrated ballet.

The mainspring stores energy, releasing it with controlled grace through the gear train, its rhythm governed by the hypnotic swing of the balance wheel. This "heart" of the watch, beating at 28,800 vibrations per hour or more, is a miracle of physics and precision.
