Countering Weapons of Mass Destruction (WMD) Hybrid Threats in the Black Sea Region

The project responds to a growing need for cross-border cooperation, motivated by the current geopolitical context and the similar set of threats that both Romania and Bulgaria face. The aim of the event is to create a better common understanding, in Bulgaria and Romania, of the CBRN type dangers that can be enhanced by disinformation campaigns and/or cyber attacks, seen in a broader sense, as weapons of mass destruction (WMD).

This initiative bringing together Romanian and Bulgarian experts is all the more useful as it takes place shortly after the decision taken by the Presidents of Romania and Bulgaria to upgrade the relationship between the two countries to the level of Strategic Partnership. The document signed by the two heads of state provides for the intensification of bilateral dialogue and, among other things, “strengthened cooperation in the fields of defence and security, in the context of the numerous difficulties caused by Russia’s war of aggression against Ukraine”.
