On September 22–23, New Strategy Center organized the third working session within the “European Zeitenwende” project.
This initiative, carried out by the German Council on Foreign Relations (DGAP), aims to assess security threats to Europe and to formulate recommendations by a group of experts from several countries, with the goal of strengthening Europe’s defense posture in the context of Russia’s aggression against Ukraine.
On September 22, experts from Germany, Norway, Sweden, Finland, Lithuania, Latvia, and Ukraine met with Romanian officials and experts. The discussions focused on developments in the Black Sea and Baltic Sea regions, the situation on the frontlines in Ukraine, Russia’s hybrid activities designed to undermine Europe, support for Ukraine, measures to deter Russia, societal resilience, and cohesion among European states.
On September 23, a field visit took place at the 57th Air Base in Mihail Kogălniceanu and at the Port of Constanța. Participants had the opportunity to attend presentations delivered by representatives of the American and German allies stationed in Romania, together with officials from the Romanian Air and Naval Forces. Investment in infrastructure necessary for hosting national and allied forces, air policing missions, the ongoing effort to maintain freedom of navigation in the Black Sea, the risks posed by electronic warfare and naval mines, as well as energy and connectivity projects, were among the topics addressed during the meetings.
