Neptun Protect 2025 Exercise

New Strategy Center partnered with the Ministry of Internal Affairs, through the Department for Emergency Situations and the General Directorate for Internal Protection, in organizing a large-scale interagency exercise, Neptun Protect 2025, which took place on Thursday, November 27. The exercise was dedicated to protecting critical submarine infrastructure and offshore investment projects of national strategic importance, as well as evaluating the interagency response to conventional and hybrid threats in the Black Sea.

The concept and scenario of this Tabletop Exercise (TTX) provided participants with the framework necessary to practice an integrated civil-military response, in accordance with national and allied programmatic documents. Participants had the opportunity to exercise various courses of action in the context of multiple risk situations that could impact Black Sea security, and they collaborated within specific syndicates to address cascading challenges presented by the complex scenario, with the goal of achieving the exercise objectives.

This exercise is part of ongoing efforts aimed at raising awareness of the risks posed by conventional and hybrid threats and enhancing resilience to these challenges in the current challenging security environment.
