The New Strategy Center participated on Monday, March 23, in the Crimea Platform – Black Sea Security Conference, which took place in Chișinău. NSC was represented by Rear Admiral (ret.) Liviu Coman, Senior Associate Expert, who was a speaker in the panel: Ensuring maritime security through regional cooperation and capacity-building within existing security frameworks, including through the exchange of experience and best practices. Sharing Ukraine’s experience of integrating advanced technological devices in modern warfare.
He emphasized that naval warfare is undergoing a major transformation, in which drones and unmanned systems are shifting the focus from platforms to networks and effects, enabling even actors with limited resources to gain strategic advantages and create cost asymmetries. In this context, deterrence no longer means only classical military force, but also the ability to restrict an adversary’s actions and impose high costs.
At the same time, there is a gap between the rapid pace of innovation on the battlefield and the slow adaptation of institutions, which calls for flexibility, the integration of new technologies, and a culture of continuous experimentation.
