The New Strategy Center, in collaboration with the Volunteers for Ideas and Projects Association, organized a Tabletop Exercise (TTX) as part of the Young Ambassadors Forum. The exercise was built on a fictional scenario simulating a cyberattack on energy infrastructure, followed by an information crisis.
Participants, organized into five teams, managed the evolving scenario from different perspectives. The exercise concluded with an evaluation briefing, which provided a practical framework for analyzing decisions and drawing key lessons on interinstitutional coordination and responses to hybrid threats targeting critical infrastructure.
