On Wednesday, October 26, the Euro-Atlantic Center for Resilience (E-ARC), in partnership with the #NewStrategyCenter and the Ministry of Internal Affairs, organized the international conference “Outlook on Resilience. Challenges and Opportunities”, in Constanta.
During the conference, the panel entitled “Resilience and Article 3 as the First Line of Defence. Current Challenges and Opportunities on the Eastern Flank”, organized in partnership with the New Strategy Center, was moderated by BG (Ret.) Eduard Simion, Associate Senior Expert of the NSC and benefited from the contributions of General (Ret.) Sir James Everard, Honorary Chairman, International Advisory Council of the New Strategy Center, former Deputy Supreme Allied Commander; Raed Arafat, Secretary of State, Ministry of Internal Affairs; Cristian Sfichi, General Manager Thales Romania and Julie Cairns, Senior Officer, Enablement and Resilience Section, NATO International Staff.
Faced with a spectrum of threats and dangers, from natural disasters to cyber attacks and from disinformation campaigns to armed attack, resilience is at the forefront of Allies’ efforts to meet such challenges. Beyond the baseline requirements, resilience standards are continually evolving as threats and challenges diversify every day. Preparedness at both national and Alliance levels is critical to the stability and security of NATO as a whole, thus requiring focus on a wide range of contingencies. In the face of these challenges, military-civilian cooperation is vital for a robust inter-institutional response to increase resilience.
