Panel IVb. Lessons in Security and Diplomacy from Mediterranean theatre as relevant to the Black Sea region

Under the moderation of Mr. Emmanuel Dupuy, President of the Institute for European Prospective and Security, France, the panel brought together the following speakers: Mr. Hassane Saoudi, Associate Researcher at the Royal Institute for Strategic Studies, Morocco; Ambassador Tacan Ildem, Chairman of the Center for Economics and Foreign Policy Studies (EDAM), Türkiye; Mr. Mohamed El Orabi, President of the Egyptian Council on Foreign Affairs, Egypt; and Mr. Symeon Tsomokos, Founder and President of the Delphi Economic Forum, Greece.

The Mediterranean region, shaped by a complex legacy of tensions and conflicts, is far from being a benchmark of stability—particularly due to persistent external influences, such as those exerted by the Russian Federation. Ongoing instability and recurring threats, including terrorism, undermine the idea that the Mediterranean could serve as a model for the Black Sea region. The current crises in Gaza and Ukraine underscore the cross-border nature of today’s security challenges. In this context, strengthening regional cooperation becomes essential, especially for the effective management of so-called grey zones. The European Political Community offers a strategically relevant framework for dialogue and coordination at the European level on matters concerning security and stability in both the Black Sea and Mediterranean regions.
