Panel XIII. Republic of Moldova and Russia’s Hybrid Warfare. David and Goliath of our Times

The panel was structured as a constructive dialogue between Ambassador Mihnea MOTOC, former Minister of Defense of Romania, and H.E. Igor GROSU, President of the Parliament of the Republic of Moldova.

The discussions addressed topics relevant to the internal situation in the Republic of Moldova, such as last year’s elections and interference operations in Chișinău’s internal affairs by the Russian Federation. H.E. Igor GROSU emphasized the necessity for the Republic of Moldova, as a small power, to act swiftly and effectively in response to crises amplified by Moscow. In particular, the speaker highlighted two key tools of Russian influence in the Republic of Moldova: money and grassroots-organized criminal groups used to create unrest and chaos. Moreover, according to investigations by domestic authorities, Russia also employs digital tools such as cryptocurrencies and artificial intelligence, in conjunction with kinetic, physical ones, including military presence in Transnistria or assisting its operatives in fleeing the country. Therefore, in order to deter such attacks on democracy, the Republic of Moldova must maintain a firm and uncompromising stance, while simultaneously strengthening its cybersecurity and staying on course toward European integration.
