Panel XVIb. Weaponization of Migration. A New Face of Russian Hybrid Warfare

The panel was chaired by Mr. Cristian DAVID, Chairman of the Institute for Freedom and Democracy, Member of the Romanian Consultative Council for Sustainable Development and Adviser at the European Parliament, Romania. Speakers included: Mr. Oleksiy GONCHARENKO, President of the PACE Committee on Migration, Refugees and Internally Displaced Persons, Verkhovna Rada, Ukraine (via VTC); Raimar WAGNER, Project Director for Romania and the Republic of Moldova, Friedrich Naumann Stiftung, Germany; Mr. Emmanuel DUPUY, President of the Institute for European Perspective and Security, France; and Mr. Aleksander OLECH, Head of International Cooperation, Defence24, Poland.

The panel addressed a modern threat: the way in which Russia is using migration as a hybrid weapon to create instability in Europe. Tactics include the strategic direction of migrants toward the European Union’s borders—as seen at the Belarus–Poland and Belarus–Lithuania frontiers—as well as the spread of disinformation aimed at amplifying fear and polarization. Speakers emphasized that the true objective of these actions is to erode public trust and social cohesion, with effects already being felt in countries such as Germany, France, and Poland. Therefore, a firm and coordinated response from NATO and the European Union is imperative—one that fully respects asylum legislation and human rights.
