The panel was moderated by Ion CRISTEA, International Relations Expert at the New Strategy Center, Romania, and brought together representatives from the Regional Military Administrations of Chernivtsi and Vinnytsia: Roman GREBA, Deputy Head of the Chernivtsi Regional Military Administration, Ukraine, and Andrii KAVUNETS, Deputy Head of the Vinnytsia Regional Military Administration, responsible for digital development, digital transformation, and digitalization (CDTO), Ukraine.

Chernivtsi, with nearly 700 agro-industrial companies operating on 469,000 hectares, generates an annual output of 64.5 million hryvnias and employs over 103,000 people, leading in poultry production and horticulture, with exports to 119 countries and more than 200 foreign-invested companies, while developing IT, alternative energy, and the construction industry. Vinnytsia, with 1.5 million inhabitants and 600,000 integrated displaced persons, is becoming a strategic logistics hub through the Cosăuți bridge, combining agro-industry, mineral resources—including the country’s largest kaolin deposit—renewable energy, and nine industrial parks, supported by strong economic ties with Romania and a robust educational sector with over 63,000 students. Discussions emphasized that sustainable investments, cross-border cooperation with Romania, and strengthening regional connectivity are essential foundations for Ukraine’s reconstruction. Both regions reaffirmed their willingness to collaborate pragmatically and to leverage their existing economic, logistical, and human potential, inviting international partners to seize the opportunities presented at this defining moment in the country’s transformation.
