The chair of this panel was Mr. Marcel Foca, Senior Expert at the New Strategy Center, Romania. The speakers present were: Mr. Kaush Arha, Nonresident Senior Fellow at the Scowcroft Center for Strategy and Security, Atlantic Council, and former Senior Advisor on Strategic Engagement at the United States Agency for International Development; Mr. Andrei Boian, Deputy Director of Communications Security and Information Technology Services, Special Telecommunications Service, Romania; Mr. Stelian Cristea, Deputy Director of the National Cyber Security Directorate, Romania; Mr. Daniel Ioniță, Cyber Security Manager at Cymed/Infoworld, Romania; and Mr. Sergiu Russu, Country Leader at Oracle Romania.

Experts emphasize the crucial role of the state in ensuring the resilience and security of critical communications infrastructure. The development and implementation of appropriate policies by the public sector are essential in this context, given the constraints of the private sector in providing practical solutions without a favorable framework. Close collaboration among all stakeholders, both nationally and across borders, is imperative due to the interconnected nature of cyberspace. Currently, a significant challenge is the existing legal framework, which can create obstacles and fails to keep pace with rapid technological advancements. Urgent adaptation of legislation is essential to facilitate innovation and ensure the adequate protection of critical communications infrastructure.
