New Strategy Center in Chisinau: Conference dedicated to hybrid warfare in the Republic of Moldova
he Ministry of the Interior of the Republic of Moldova, in partnership with the Konrad Adenauer Foundation, organized on Monday, June 12, in Chisinau, the conference entitled “Manifestations and threats of hybrid warfare”.
The event brought together officials and experts from the Republic of Moldova and Romania, representatives of the diplomatic corps and aimed to analyze the hybrid actions generated by Russia against the Republic of Moldova in the context of Russia’s aggression against Ukraine, how the institutions of the Republic of Moldova have adapted their work progressively in order to better withstand the broad spectrum of hybrid threats from Moscow. Discussions also focused on cooperation with Romania, the EU, NATO, Ukraine, as well as the role of the Republic of Moldova in the general effort of democratic states to support Ukraine in the face of Russian aggression. The conference was addressed by Ana Revenco, Minister of Interior of Chisinau, Nicoleta Pauliuc, Chair of the Defence Committee of the Romanian Senate, Alexandru Musteață, Director of the Intelligence and Security Service of the Republic of Moldova, Ovidiu Raețchi, President of the Euro-Atlantic Resilience Centre in Bucharest. The conference was moderated by Mr George Scutaru, CEO NSC. He stressed that the Republic of Moldova’s resistance to the Kremlin’s large-scale hybrid aggression is not only a remarkable inter-institutional effort, but also an international one, but that this experience can also be useful for EU and NATO countries to better understand how Russia acts in terms of hybrid threats and how these threats can be countered.
The Republic of Moldova’s expertise on Russian hybrid actions can be useful to EU countries in the context of elections in several countries in 2024, including elections for the European Parliament, when Russia will try to intervene to influence the elections, especially through disinformation campaigns favouring Eurosceptic and anti-Western parties.
