George Scutaru, CEO of the New Strategy Center, participated on Tuesday, March 10, in the conference “Defense Romania Security Dialogue”, organized by Defense Romania.
George Scutaru was a speaker in the panel “The War Against Ukraine, Europe and the United States: The Transatlantic Relationship and the Black Sea in 2026.”

He analyzed possible developments on the front in Ukraine and emphasized the need to continue supporting Ukraine in order to avoid the bleakest scenario for Romania’s security, namely a shared border with Russia at the Danube Delta or even along the Prut River. Romania must accelerate its military procurement programs, understand the changes taking place in the war in Ukraine, particularly the intensive use of unmanned systems, and the political and military leadership must take into account all possible scenarios.
The war in Ukraine will continue into 2026, and Russia will take advantage of rising oil prices resulting from the crisis in the Middle East to secure the revenues needed to sustain the conflict. Beyond its military actions in Ukraine, Russia is also acting intensively in the hybrid domain, seeking to reduce support for Ukraine in Europe and to undermine Europe’s efforts to increase its own defense capabilities.
