NSC – Inter-institutional crisis management exercise

The Ministry of Internal Affairs, through the Department for Emergency Situations and the General Directorate for Internal Protection, in partnership with the New Strategy Center, organized on 17 July 2024, an inter-institutional crisis management exercise.
The purpose of the Table Top Exercise was to test, prepare and improve civil-military inter-agency cooperation in order to ensure an integrated intervention capability, a coherent response to crises, impacting emergency, public order, security and defense intervention missions, that could affect critical underwater critical infrastructure, as well as to achieve national resilience objectives, which include the safe conduct of offshore investment projects.


The exercise also aimed to test inter-institutional and civil-military cooperation in the field of resilience, all-hazard management and response capability, thus aligning with NATO requirements and EU policies in this area.
The event brought together over 100 participants, representatives of institutions with responsibilities in the fields of national security and defense, public order and emergency situations, energy, transport and infrastructure, as well as academia and the private sector.
It tested the ability to identify and counter possible actions in the hybrid spectrum that could affect Romania’s interests in the Black Sea Exclusive Economic Zone (EEZ), as well as to assess the national response mechanisms to such threats. At the same time, an assessment of the existing legislative framework was carried out with a view to improving it in order to streamline intervention and inter-institutional cooperation.


This exercise is part of the ongoing efforts of national institutions dedicated to raising awareness of the risks posed by hybrid threats and increasing the level of resilience to these challenges in the current security context.
The results and conclusions of the exercise have reconfirmed the commitment of national authorities to strengthen their capacity to respond to crisis situations that could affect national security.
