The Private Sector – A Key Actor in the Reconstruction of Ukraine. Financing and Insurances Instruments

Panel IVa, was chaired by Victor Sraer, Managing Partner at Otto Broker in Romania, and brought together Volodymyr Tsabal, Secretary of the Committee on Budget, Verkhovna Rada, Ukraine; Susan E. Walton, Senior Advisor New Markets – Global Risk and Resilience, US; Sergiu Manea, CEO, Romanian Commercial Bank – BCR, Romania; Alexandra Olaru, Director Legal & External Affairs at Vodafone Romania; and Takayuki Sato, Resident Executive Officer & Regional Head for EMEA, Japan Bank for International Cooperation, Japan.

The panel explored the critical role of the private sector in Ukraine’s reconstruction, focusing on financing solutions, insurance mechanisms, and strategies to mitigate investment risks. The discussion highlighted the dual challenges facing local and foreign private capital: Ukrainian companies struggle with limited access to debt finance, while foreign investors must navigate political and war-related risks. Key solutions emphasized included blended finance, public sector-backed risk mitigation, and the creation of guaranteed frameworks to make projects investable. The panel underscored the importance of transparent information, local networks, and strategic coordination between public and private actors. It also stressed the need for resilient digital and energy infrastructure to support reconstruction, with lessons from neighboring countries’ experiences informing practical solutions. Overall, the session reinforced the idea that private capital, when combined with public support and robust governance, is essential to accelerating Ukraine’s post-war recovery.
