The NSC publishes an analysis regarding the significance of the Russian attack with a naval drone on the Danube against a Ukrainian vessel on August 28, 2025, very close to Romania.
The material emphasizes that the river has become a multi-domain battlefield – both aerial and naval – and that NATO and the EU, together with Ukraine, should carefully assess this incident. Even in the event of a peace agreement, Russia will continue to intensify its hybrid actions, with naval drones potentially being used in false-flag operations against critical maritime infrastructure. The Danube, like the Black Sea, will remain on Russia’s priority list, and the experience it gathers here could also be applied in other regions, such as the Baltic Sea, to undermine the interests of Western states.
