New Strategy Center publishes a new study, entitled „`A Peaceful, Silent, Deadly Remedy`: Making Sense of the Sanctions Regime against the Russian Federation”, which analyzes the main types of sanctions imposed on Russia since the beginning of its invasion of Ukraine and their effects on energy, financial, military, technological, or diplomatic levels.
The authors of the study are Marcu Solomon, coordinator of the research department of the New Strategy Center and Horia Ciurtin, New Strategy Center expert, and Dr. Antonia Colibășanu, senior associate expert at New Strategy Center, contributed significantly to the editing of the analysis.
Based on a historical and academic analysis of sanctions, as well as the theoretical basis that affirms or refutes their effectiveness, the study, completed in December 2023, deciphers the evolution of the sanctions regime imposed by Ukraine’s partners according to Russia’s adaptability, which allows it to find new methods of circumvention. Thus, the analysis focuses primarily on energy sanctions: how they have affected Russia’s profits and the ability of both Moscow and European capitals to find new export destinations and energy import sources respectively. It goes on to look at technological sanctions and their effect on the Kremlin’s war effort in particular, trade sanctions in the form of the exodus of Western companies, sanctions against Russian oligarchs and the prospect of seizure of their assets, and diplomatic action.
Finally, this study proposes five guidelines for improving the sanctions regime, as well as a brief analysis of the Russian mindset and ethos and how they can amplify resistance to punitive Western measures.
